(5). Supervision by the Harbiur Master. It has been

mentioped above that, outstations should be inspected by

by the

varbour Master or his assistant. The Harbour Master or his

assistant should pay more attention to checking revenue. many things are signed by Chinese clerks only, light due

receipt etc. Torms are also chopped in advance with the Harbour

Masters name. The European Clerks duties are to a great extent

general supervision which should not be necessary in a small

department where there is both a head and assistant head of the

department. The European clerk should have his own fixed

clerical duties. If in a lagee office with the other clerks his

mere presence should keep goneral order. The Habbour Master

does not seem to know the minutiae of the work going on, perhaps this cannot properly be expected from the Head of the Department especially from one who has had naval training. The supervision at present is practically left to the European

clerks.

(6). The Superintendent of Imports and xports will

have sufficient time to occupy his whole attention. This office will probably be gradually divorced from the rest of the

arbour Department. It is advisable that as a reneral rule

either the Narbour waster or the Assistant Harbour Faster should

be in office. A large amount of statistical work is under- -taken by these officers. There are the outstations to be visited, the harbour to be visited. The Assistant Harbour Master also acts as A.S.P. for the Water Police. Examination of masters have to be conducted. It seems therefore inadvisable

to dispense with the Assistant Harbour Master.

The Boarding Officers and Junk Inspectors

should be able to assist in keeping books concerning ce tificate of registry of vessels and other technical matters; that is if they have time. But their duties should be afloat. If office duties are performed the duties afloat will suffer,
